It's a tax thing: imported products need to ship with an invoice, which customs looks at so taxes can be levied before the package is delivered.
When there's no invoice to be found, customs reaches out to the package recipient for one. If that, too, yields no results -- because, say, the recipient doesn't know they're getting a package -- customs can seek authorization to open the package and itemize its contents.
